The truth is - don't bother w. testing. Simply send in your registration to Richmond w. a check. Emissions is a LOCAL ordanance, Richmond doens't track or care about it and will send you the stickers for your plates. I have just ignored getting the 'Go emission tested for 2 years and as far as every tax collector is concerned I'm totally legit and paid up, that's all anyone is keeping track of. Every year I just go in, ask for a SAFTEY inspection for $15 bucks, pass that and get on w. my day.
You guys are wasting your time and money giving 2 shits about the emissions testing.
